Proposal Manager

Job Overview:

As a skilled and specialized Proposal Manager, you will be focusing on managing UAE public sector portals (+KSA, Oman, and Qatar) and will be responsible for managing submissions of RFIs, RFPs, and RFQs, specifically related to government projects and initiatives whilst ensuring that our submissions are not only competitive and aligned to our growth aspirations but they also meet the unique requirements of those specific public sector entities

This role requires strong organizational skills, attention to detail, and the ability to work collaboratively across departments as they will also be acting as the Branch Manager.

 

Key Responsibilities:

  • Portal ManagementOversee and maintain public sector proposal portals in the UAE, ensuring all relevant information and documentation are current and accessible..

  • RFI, RFP, and RFQ ResponsesLead the preparation and submission of RFIs, RFPs, and RFQs for government contracts, ensuring that all responses are comprehensive, accurate, and submitted on time while ensuring compliance with local regulations and requirements. 

  • Collaboration with Government EntitiesWork closely with cross-functional teams (Technical, Functional and Specialized) and government stakeholders to gather necessary information and insights for proposals, ensuring alignment with public sector priorities. 

  • Proposal DevelopmentCraft compelling and compliant proposals that effectively communicate our value proposition and address the specific needs of government clients. 

  • Quality AssuranceReview and edit proposals for clarity, consistency, compliance, and alignment with the strategic goals of our clients.

  • Market ResearchConduct thorough research on industry and sector trends, competitors, policies, and regulations in the UAE (KSA, Oman, and Qatar) to inform proposal strategies and enhance competitiveness. 

  • Process Improvement: Identify opportunities to streamline the proposal process, enhancing efficiency and effectiveness in submissions.

  • Workload Management: Overseeing daily operations of the branch office, including staffing, budgeting, and compliance with company policies by serving as the primary point of contact for clients and stakeholders in your region.

  • Autonomous Decision-Making: Empowered to make decisions regarding proposal strategies and portal management without needing constant oversight, allowing for quicker responses to opportunities and challenges.

  • Agile Proposal Development: Utilize agile methodologies to develop proposals, enabling rapid iteration and collaboration with cross-functional remote teams to enhance the quality and competitiveness of submissions.

  • Self-Organizing Teams: Foster a culture of self-organization within the team, encouraging team members to take ownership of their tasks and collaborate effectively without micromanagement.

 

Qualifications:

  • Education: Bachelor’s degree in Business Administration, Marketing,  Public Administration or a related field.

  • Experience: Minimum of 5 recent years of proven experience in Proposal Management or Bid Management within the public sector and within the consulting industry in the UAE. (KSA, Oman, or Qatar are added advantages) demonstrating a solid understanding of UAE public sector procurement processes, including best practice of responding to RFIs, RFPs, and RFQs, respectively.

  • Skills: Strong organizational skills and attention to detail, with the ability to manage multiple projects simultaneously. Proficiency in proposal management softwares and Microsoft Office Suite. Strong Project Management skills and knowledge of public sector regulations. Ability to manage workloads and meet tight deadlines.

  • Data Analysis: Proficiency in data analysis and reporting to drive decision-making and program improvements.

  • Language: Excellent Arabic (native) & English, both written and verbal,  exceptional communication skills, with the ability to present complex information clearly and persuasively.
